Bill Elsner - President
 

Bill is a founding member of the BC Association of Emergency Managers. The realization of this association fulfills a long term goal to bring emergency managers together to share information and assist one another in times of need. After 20 years in the EM business Bill recently received his designation as a Certified Emergency Manager (CEM). Presently, he is the Emergency Program Coordinator for the Sunshine Coast Regional District.

Bill is a Certified Trauma Responder (CTR), and continues to promote and teach Critical Incident Stress Management (CISM) to emergency responders throughout the Province. He has been deployed to many disasters in British Columbia including freshet floods, ice jams, hazmats, rock slides and the 2003 and 2009 wildfires. EOC positions held include director, liaison officer, operations and logistics section chief. Bill remains a licensed paramedic, volunteer firefighter, first responder instructor and IEPC approved BCERMS instructor.

Cliff Doherty, Vice President
 
Cliff has been associated with emergency management in one form or another for well over 35 years. After a 29 year RCMP career, the last 5 as Detachment Commander for the community of Squamish, in 2004 he contracted with the Municipality of Squamish to implement an amalgamated Protective Services presence. Between 1978-2006 , as a resident of Squamish, Cliff was involved in many significant diverse emergent incidents, in a variety of response roles. In 2007, he and his family made the decision to relocate to the Interior of the Province, joining the Columbia Shuswap Regional District as Emergency Program Coordinator for the Shuswap area, where he remains today.  Cliff has supported formation of the BCAEM through Steering Committee involvement, founding Director for the Central Region, and now as Vice President.

Ken Neilson - Secretary
 

Ken is an ex-Canadian Naval Officer having command of a naval coastal patrol vessel that conducted search and rescue operations as well as fisheries and sovereignty patrols from the Armed Forces Marine Rescue in CFB Comox.  He has also participated in a brief tour with NATO Peacekeeping.  Ken retired three years ago after a nine year stint with the City of Victoria as its Emergency Coordinator.  Ken is currently semi-retired and works with an emergency planning consulting firm based in Victoria and as an instructor with the Justice Institute's Emergency Management Division.  In his spare time Ken volunteers in the Provincial Emergency Coordinator Centre's radio room and as a private pilot with CASARA resuce.

Ken joined the BCAEM Board of Directors as its secretary in 2010.

Luana Kaleikini - Treasurer
 

Luana is currently the Emergency Social Services Coordinator for the City of Revelstoke and the Columbia Shuswap Regional District Electoral Area “B”. After a twenty five year career in public practice and non-profit financial accounting, she began on her career transition to Emergency Management as a convergent volunteer during Firestorm 2003.

Luana earned an Emergency Management Certificate in 2009 from the Justice Institute and is currently completing the Exercise Design Certificate program. She has served as a Board member of the BC Association of Emergency Managers since 2009, originally as the South East director, and currently as the BCAEM Treasurer.

Crissy Bennett - Director, North West Region
 

Crissy has been in the Emergency Management Field for nine years and has a background in land use planning. She has experience in regional and municipal emergency management. Crissy operates her own consulting business that focuses on emergency plan development and training and exercises for small to mid-sized communities.  She currently supports the BCAEM in the areas of webpage maintenance and general administration and sites on the BCERMS Advisory Committee as the Association's representative.

Crissy currently lives in Fort St. James with her husband, baby girl and their dog, Murphy.

ErinPatrick Williams - Director, North East Region
 

ErinPatrick William's career began in the security industry in 2001 and has been a Volunteer Public Speaker/Instructor to Neighborhood Emergency Preparedness Programs since 2004 in the Lower Mainland and a member of the Medial Support team (Industrial Ambulance) for Hastings Racecourse in Vancouver and employed by Great Canadian Casinos since 2004.

He is a true believer in lifelong learning and completed Emergency Management Certificate Program from JIBC in 2010 and is currently in the process of completing an OH&S program at BCIT, while at same time working as Safety Coordinator BC region for OldCastle Building Envelope/CRH.

Sybille Sanderson - Director, Vancouver Island Region
 

Sybille Sanderson has worked in Emergency Management for the Cowichan Valley Regional District (CVRD) since November 1998 and has developed a real passion for building Community Resilience through Emergency Preparedness, Response, Recovery and Mitigation. Sybille is the Acting General Manager of Public Safety and is responsible for regional emergency management, 911 system and six volunteer fire departments. Sybille has the awesome privilege of working with community groups throughout the Cowichan Valley to prepare for emergencies, build community resilience and together make the Cowichan Valley a safer place to live.

Sybille completed her JIBC Emergency Management Certificate in 2008 and is in her second year of working towards the Bachelor Degree in Emergency and Security Management.

Sybille is looking forward to representing the Vancouver Island Region within the BCAEM Executive and encourages anyone who has ideas of how BCAEM can better serve Emergency Managers to contact her.

Bruce Kerr - Director, South West Region
 
Bruce has just started his latest career in emergency management consulting. In his last career he worked for the City of Victoria for 35 years, with his last 22 years as manager of underground design in the Engineering and Public Works department. During his last 12 years with the City of Victoria his involvement in emergency management grew. Involved with City of Victoria’s emergency program he held positions of Information Officer (2001-2006) and Planning Section Chief (2008-2011) in the EOC. He was active in the Engineering and Public Works’ department emergency management program, writing the department’s emergency plan in 2002 and their Severe Weather Response Plan in 2007.

Bruce received his Emergency Management Certificate at the first graduating class from the Justice Institute of BC in 2003. In 2007 he entered Royal Roads University where he attained a Master in Arts in disaster and emergency management in 2009

He volunteered in search and rescue in Victoria starting in 2002 and reaching the position of Search and Rescue Management in 2006. After taking a hiatus from search and rescue between 2007 and 2010, he is again a member of a search and rescue team in the Victoria area.

He is looking forward to his position on the board and the contributions he may offer to the emergency management profession.

Jason Brolund - Director, Central Region
 

Jason Brolund has been involved in emergency services for the past 15 years as a firefighter, paramedic, dispatcher, fire inspector and most recently as Assistant Chief in the Kelowna Fire Department. Jason manages the Regional Fire Dispatch Centre as well as the Regional Emergency Program for the Central Okanagan and was directly involved in the emergency management component of the recent Wildfires in British Columbia and as a Venue Fire Commander during the 2010 Winter Games. Jason holds a Bachelor’s degree in Emergency Management and his strong technical background combined with his passion for the fire service are a unique combination and give him a strong perspective on the future direction of emergency management.

Carol Lind - Director, Southeast Region
 

Carol is currently the Emergency Services Coordinator for the Regional District of East Kootenay, responsible for the administration and coordination of seven volunteer fire departments, three emergency programs, community wildfire protection planning and the regional 911 system.

Carol has fourteen years experience in emergency management and emergency communications with a background in legal administration.
